Why a Chromebook needs an extension for this
On Windows or a Mac you can install a .cur file and change the system cursor. ChromeOS has no such setting: Accessibility lets you pick a cursor colour and make it larger, and that is all. Since a Chromebook is mostly the Chrome browser, the practical answer is to change the cursor inside Chrome - and that is what a cursor extension does.

Come back here and pick a cursor - from this page, a collection, or by searching a character's name.

Press Apply. The cursor changes on every page. The extension icon lets you change the size or add a trail effect.
On a school-managed Chromebook
Whether a managed Chromebook can add extensions is decided by the school administrator, not by any website. If the Chrome Web Store opens and shows an Add to Chrome button, Cursor Style will work. If the store is blocked or the button is greyed out, extensions are switched off for your account, and no cursor site can change that - the browser simply will not allow it.
Cursor Style needs no downloads and no special permissions, which is why it is usually on the allowed side: it is the same kind of extension as the school-approved ones, from the same store, reviewed by Google.
Touchscreen and tablet mode
On a Chromebook with a touchscreen the custom cursor shows whenever you use the touchpad or a mouse. In tablet mode, where there is no pointer at all, nothing is shown - and it comes back as soon as you fold the Chromebook open again.
